Design of a Materials Recovery Facility (MRF) for a Residential Subdivision Development in the Philippines

The management of municipal solid waste is a significant environmental issue affecting Philippine society that is yet to be addressed adequately. Continuous urbanization in the country, has brought about an increase in solid waste generation in urban areas. An integral component in the Philippine solid waste management framework is waste diversion, the objective of which is to recover valuable and marketable materials from the waste stream and to help reduce the amount of wastes being disposed in landfills. Putting up Materials Recovery Facilities (MRFs) are mandated by Republic Act 9003 as the primary way by which waste diversion can be done by serving as collection and sorting facilities for municipal solid wastes before disposal to landfills. Only general guidelines and no national standards, however, are currently available for the design of MRFs for residential areas and developments in the Philippine setting. Thus, this study presents the design of an MRF that will address the disposal needs of the future residents of a planned private residential development. Various factors such as solid waste composition, estimated solid waste generation, existing solid waste management framework in the city, physical and design constraints, structural integrity, traffic and circulation, siting, and proper administrative management and handling were all considered in the design. Recommendations are also made to ensure the sustainability of the operations of the MRF.
